Frank G. Mazzarella
Clark

Frank G. Mazzarella was appointed to the RVSA in 1992 and has served three terms as Chairman. He retired from the City of Rahway where he was the Superintendent and Director of Public Works and Engineering. Frank previously worked as an Environmental Analyst for the N.J. Turnpike Authority. Prior to that, he was Director of Sewer Utility for the Township of Bridgewater. He worked his way up from Design Engineer to Assistant Sewer Utility Manager, then to the Director's position. Frank is presently serving a third term as the Clark Township First Ward Councilman and has served as its Council President. Additionally, Frank serves as a member of the Planning Board, served on the Volunteer Emergency Squad for eight years, was a member of the Zoning Board of Adjustment and is a Representative to the Union County Alliance Against Substance Abuse. He is a third Degree Knights of Columbus member and belongs to the Benevolent and the Protective Order of the Elks.


Louis C. Lambe
Cranford

Louis C. Lambe was appointed to the RVSA in February 2016 by the Township of Cranford, where he and his family reside. Lou is an Engineer at the Passaic Valley Sewerage Commission where he has been employed since September of 1988 and has been responsible for the municipal allocation of metered flows since 1992. In 2003, he developed PVSC's Municipal Rebate Incentive Program which is a mutually beneficial construction permitting program which was recognized by the Association of Environmental Authorities in 2005 and the National Association of Clean Water Agencies in 2010. In 2011, he took over the responsibilities of the O&M of PVSC's Collection System and served as the Licensed C-4 Operator from 2012 to 2016. In 2008, Lou joined the NJWEA's Collection System Committee and has served as Chair since January of 2012. He serves on the NJWEA's Technology Transfer, Annual Conference Program, and the Asset Management Committee. He is a state certified instructor of the Advanced Collection Systems Course at the Hudson County School of Technology and helps to teach the annual recertification course offered by the NJWEA. Lou holds a BS in Civil Engineering from NJIT, serves on the Cranford Flood Advisory Committee, is the President of the Harrison Lions Club, a Zone Chairman for NJ Lions District 16N as well as a trustee of the Lions Eye Research Foundation of New Jersey.


Stephen D. Greet
Garwood

Stephen D. Greet was appointed to the RVSA in October 2009 and served once as Chairman. A long-time resident of Garwood, Steve and his wife moved to the town in 1987 because it was the perfect tight-knit community in which to raise a family. He has a history of being active in the community, having served on the Garwood Planning Board for many years where he currently serves as Chairman. Steve was also a member of the Master Plan Committee, Coached and was President of Little League in Garwood for many years. Steve retired from the United States Postal Service after more than 40 years. Through the years, he's held a number of management positions ranging from Manager of Plant Maintenance, Headquarters Maintenance coordinator Facilities Activations of the ISC network, Manager Personnel for Northern NJ, and Manager of Vehicle Maintenance. Steve holds an Associates degree in Applied Science from the College of Staten Island and was a Certified Plant Maintenance Manager by the Association for Facilities Engineering.


Richard LoForte
Kenilworth

Rich LoForte was appointed to the RVSA in 2008 and served once as Chairman. He has a history of dedicated public service to Kenilworth spanning more than 40 years. He has served Kenilworth as Recreation Chairman and Emergency Management Coordinator. During that time he prepared the Borough's State Certified Emergency Operations Plan. He was a member of the Planning Board for 16 years, including serving as its Vice Chairman. Rich was twice elected as a Borough Councilman, where he served as Council President. In 2015 Rich completed a one year term on the Borough Council. Rich also chaired the Council's Rezoning Committee and served on the town's Master Plan Committee. Rich retired from Engelhard Corp. in 2002 following 33 years as a Manufacturing Supervisor.


John J. Tomaine

John Tomaine was appointed to the RVSA in February 2014. John is the owner of John J. Tomaine LLC, a fidelity insurance and civil mediation consultancy. After over thirty-one years with the Chubb Group of Insurance Companies he retired as a Vice President in 2009. He is an attorney admitted in Connecticut and New Jersey and holds a Masters degree in diplomacy and international relations. John has been a member of the Mountainside Planning Board since 1991 and it's Chairperson since 1995.


Robert Rachlin
Rahway

Robert ("Bob") Rachlin was appointed to the RVSA to fill an unexpired term in August 2014. Bob has been a Rahway resident since 1987. Bob graduated from Rutgers College with a degree in Political Science. He served for ten years on the on the board of the Union County Division of Cultural and Heritage Affairs. He was a Rahway City Councilman from 1997 through 2012. He served as a Commissioner on the Union County Utilities Authority from 1999 to 2011. Bob is currently employed by the County of Union in the Department of Economic Development.


Loren Harms
Roselle Park

Loren Harms was appointed to the RVSA in 2017 by the Borough of Roselle Park where he and his family have resided since 1973. Loren worked for the Elizabethtown Gas Company for 32 years as Manager of Construction and Maintenance, retiring in 2010. Loren was actively involved in many youth organizations in Roselle Park over the years including Cub Scouts Pack #155, Recreation Soccer and Wrestling, Youth Baseball and Softball, Pop Warner Football, and Softball for Special Needs Children. He served as a Councilman for 6 years from 2001-2007. He was a member of the Roselle Park Key Communicators, the Street Lighting Committee, and the Dads Club. Loren is presently serving his 9th year on the Roselle Park Board of Education and his 18th year on the Municipal Land Use Board where he is currently serving as Chairman.


Robert LaCosta
Scotch Plains

Robert LaCosta was appointed to the RVSA in February 2011 by the Township of Scotch Plains where he and his family reside. Bob has been employed with the Township for over 38 years where he has direct oversight and responsibility for the Engineering, Health, Zoning and Planning Departments. He attended Union County College where he obtained his Building Inspector and Construction Code Licenses and Rutgers University where he obtained his Municipal Finance Certification. Bob was drafted into the US Army in 1968 and did one tour of duty in Vietnam with the 1st Aviation Division Combat Helicopter Company where he received various commendations, awards and medals. He is a member of NJ Planning Officials, NJ Zoning Officials, NJ League of Municipalities, NJBOA and sits on its Executive Board; he is the President of New Jersey Building Officials and the Union County Building Officials, also Treasurer of MUNCO of NJ. He is the Founder and Past President of the Fanwood Scotch Plains Recycling Corporation. He is also a member of St. Bartholomew RC Church, the Italian American Club, the VFW and the American Legion.


Michael Furci

Michael was appointed to the RVSA in February 2013 and is currently serving as Chairman. Michael and his family moved to Springfield in 1990. Since that time, Michael became active in the township. He presently sits on the Environmental Commission and the newly formed Flood Mitigation Committee. He also coached the Girls Travel Soccer Team for several years. Michael is environmentally conscious and is a member of several environmental organizations including Clean Ocean Action, the Highlands Coalition, and the Save Barnegat Bay Organization. Michael has been employed by the International Longshoreman's Association for more than 23 years where he is currently a Checker/Clerk.

Michael J. Gelin, P.E., CME, CPWM

Michael Gelin was appointed to the RVSA in January 2017 by the Township of Woodbridge, where he and his family have resided for over 15 years. Michael graduated in 1997 from the New Jersey Institute of Technology (NJIT) with a Bachelor of Science in Civil Engineering. Michael has since become a registered Professional Engineer, Certified Public Work Manager, Licensed C2 Collection System Operator, and Certified Municipal Engineer in the State of New Jersey. Michael has 20 years experience in civil engineering. He possesses an extensive knowledge in roadway design, structures, drainage analysis, traffic engineering and project coordination including design, bridge inspection, surveying, construction inspection, construction management, cost estimating, specification writing, condition assessment, and plan production. He has managed and led many engineering and construction projects to date and is versed in current construction and engineering practices, along with the Americans with Disabilities accessibility standards. He worked for the City of Newark for 16 years where he was Assistant Director before joining the Township of Woodbridge as the Municipal Engineer. Michael is a member of American Society of Civil Engineers, and Institute for Transportation Research.
